The Employment and Training System (ETS) was developed by GovWebworks for the Idaho Department of Health and Welfare (IDHW) to enhance the Supplemental Nutrition Assistance Program (SNAP) by connecting participants with counselors and service providers. The platform aimed to facilitate the tracking of participant progress and outcomes through comprehensive case management tools, ensuring data accuracy for federal reimbursement. The system was designed to be vendor-agnostic for case management data, accommodating both SNAP and Temporary Assistant for Families in Idaho (TAFI) recipients by differentiating their program needs effectively.
The ETS, featuring a Java Spring Boot backend and an Angular 5 frontend, offers a user-friendly interface that allows counselors to efficiently log events and track participant progress across various coaching programs. The initial phase introduced core functionalities to manage E&T clients, including sorting by service tier and tracking key outcomes. Future enhancements include integrating voucher capabilities for return-to-work necessities, demonstrating the project's cost efficiency and its role in funneling federal funds into state programs through a strategic systems integration approach.
